Late Gen 5 in general was really unforgiving to Stage 2 Pokemon, because the decks of the time - TDK, ViriGen, RayEels, Accelgor, Darkrai/Sableye - were very fast and oppressive. If you wanted to run a Stage 2, it pretty much had to be a win condition on itself, such as Blastoise or Gothitelle.
And being able to use two Supporters is eh at best, especially considering the Supporter lineup of the day. The only non-draw Supporters of the time were Ghetsis, Jim & Cas, and Iris, none of which are amazing. And you didn't really want to be dropping two Junipers or N every turn, mainly because you didn't need to. The only thing that really slowed down the format was waiting to attach energies.
Funnily enough, it's a really good tech in pic related's deck in Expanded. Not that there are any good Pokemon to pair it with.
