I mean, initially she's a pretty girl with a bit of a stuck up attitude... we should be seeing her in all sorts of humiliating situations. Hypnotized by Hypno into doing circus tricks, captured and tickle-tortured for information she doesnt have by Team Rocket... I want her sleepwalking unknowingly across a construction yard, narrowly avoiding each and every peril whilst clad in her innocent little pajamas, an unknowing smile on her face...
Also, she has some of the best hair in the Pokémon anime, and they always leave it in that awful scorpion-esque braid... unleash the mane! Get those tresses in a ponytail already!
Theres probably also something to be said for smoother character development and giving her more Pokémon than just Eevee (seriously, why didn't she catch Ponyta??) but I think the first two points are more important...
Oh yeah, also stick her in the Misty Mermaid outf...
