It's a real gamble, both Pokemon are worn down, but Clawitzer looks like he can last longer. Most of your hits so far have been too focused on his claw, rather than the shrimp himself.

Eventually, his own pillars begin to sprout from the floor, but their power in no way compares to Clawitzer's. If each of his pillars were equal to that of a single Waterfall, Frogadier's would be around Water Gun level.
Frogadier's pillars get notably weaker and thinner as the trail blazes up to counter Clawitzer's. Unfortunately, the counter is obviously not enough. The two pledges enter an unbalanced tug-o-war, which the pistol shrimp wins without any sort of struggle.
