Reason B: it seems to be a pretty common occurrence where artists that draw big girls like Samurott, Chesnaught, Typhlosion and bear mons - mama bears and all that. Samurott was designed as a "den mother" (mediator) for the other two starters, so maybe it just naturally has a maternal feel to it.
