I just ordered the tiers by how preferred each candy is.
S tier is just rare stuff that you'll never get candies for, but generally gave some use. Come to think of it, Heracross should probably be bumped down too, just because there are so many Ingredient Magnet pokemon that I doubt you would even use a skill-based one with an awful base berry.
A tier have a lot of evolutions and are generally useful. Mr. Mime would probably get bumped down if it weren't brand new.
B tier are all solid pokemon, minus Sableye who I just put there mostly for its rarity. Who knows, Dream Shards might be useful one day.
C tier can have some use, but are generally just outclassed in their use.
D tier is generally not useful.
F tier is useless.
