In my baseless opinion, I think Game Freak is probably trying to make good games, but doesn't know whether they're selling to casuals or long-time fans. They're constantly walking that line, making decisions that wind up frustrating fans at both ends. But at the same time, they're also afraid of expanding their team and not having total control of such a successful franchise.
I think after seeing the success of Pokémon GO, they're beginning to trust the power of the franchise in fresh hands. That said, I think they're expanding. They're working on the Let's Go titles in tandum with the 2019 "all-new-region" game. That's pretty unprecedented for Game Freak's small team, as far back as I remember.
So, as far as these are concerned, between Let's Go and the 2019 entries, I suppose they're trying to figure out what they're supposed to be doing to please their huge fanbase without alienating any buyers.
