First, Serene Grace would fit far better lore wise and would synergize perfectly with Infernal Parade
Secondly, Frisk is literally useless in the VGC (format Game Freak balances around) due to having to show your items. Also keep mind H.Typhlosion initially hat Flash Fire programmed but it was changed to Frisk as soon as the new rule of having to show your items was implemented, so it was indeed a calculated nerf to sabotage it.

We know that no one on the team that worked on Legends hates it or else it wouldn't have been chosen to be a Legends starter . Most likely Legends picked Typhlosion because it was the best choice for their vision of Hisui, but some higher ups at Game Freak wanted it to be CHARIZARD or Cinderace, so now the higher ups are doing everything they can so sabatoge it.
