This isn't a apology, it's a way to milk the fans by withholding content from the base game to sell later. At least with the 3rd versions of old, fans could skip the base games and wait for the "full" version to come out while only spending $40 in the process. But now they not only want us to spend $20 extra on the base game but also an additional $30 for the rest of the content. Hell, I wouldn't be surprised if there is even MORE DLC for SwSh planned to release in 2021 or later.
It's unacceptable by every metric imaginable. I wouldn't be complaining if they DID actually put some effort into the graphical side like they claimed they were doing early on. After all, games like Monster Hunter World were great despite the cut down content and subsequent release of several DLC packs simply because there was a shitton of effort on display with every single frame of real-time visuals. It looks like a modern game, it feels like a modern game. So sure, it may not be ideal to charge me a full $60 at launch but I'm willing to forgive it because at least there was some level of integrity present in its development. Sword and Shield on the other hand? They barely look better than original Wii games and have content so sparse you'll be wondering wtf there is left to do after about 10 hours.
