It looks completely different in his first two battle sprites, and then it looks like he gets a new hairdo (the iconic spiky one) for the champion match to match his new clothes complete with sick jacket. But then the official illustrations of him adopted the 'champion hair' for all depictions, and anime Gary, Yellow Blue and all future Blue designs were based on that as well.
