Honestly, if you want to nerf Speed Boost I think this suffices:

Also forces you to pick between boosting your other stats and boosting your Speed, unless you want to throw out something like Power-Up Punch. I don't even think multi-hit moves are a problem, if you're willing to spend a moveslot and a turn using Pin Missile then I think you're entitled to your huge speed boost, godspeed.
