A lot of people have said that Penny is not pure. But I think her heart is still good. She formed team Star to combat the bullying problem that went unaddressed at the school. Penny knows all of the leaders personally. And seems to be personally affected when you defeat each of them.
Penny also lets her Pokemon run free outside of their Pokeballs. I think despite all appearances, that Pennys heart is very kind. She is shy and probably socially anxious about dealing with people in person. But as she said she prefers to work behind a screen.
