No one is trying to keep the tier at a certain power level, they're banning what is obviously too strong for the tier.
The way things shook out this generation is that broken checked broken. You have a Pokemon, Flutter Mane, that's more powerful than Mewtwo that had to be insta-banned. That monster was keeping Iron Bundle in check, which then had to be banned because its counter was gone. Go figure, you can't keep Mega Mewtwo Z in the OU tier. Iron Bundle checked Palafin, which then itself had to be banned because it was now checkless. Palafin and Iron Bundle being gone meant Chi-Yu had to go, and all of the above banned Pokemon were the ones keeping Chien-Pao in check. No Chien-Pao meant Espathra, Volcarona, and Annihilape were suddenly too much for the tier because Chien-Pao was keeping them in check. And on and on until we get to today.
Now, could this have all been solved by keeping Flutter Mane in the tier? Yes, but at that point you're just going to have to keep dropping Pokemon from Ubers into OU until Flutter Mane is kept in check, and at this point that means dropping ALL of Ubers into OU. For Flutter Mane to ever be acceptable in OU, you'd need to drop Arceus into the tier, and that's simply unacceptable.
