I'd probably adapt a good chunk of her moveset from Pokken.
B: fireball 4-7% travel about as fast as Samus's shots, can be pressed twice to shoot 2 in rapid succession, .5 sec pause between between volleys, consistant hit stun, leaves a small window for foe to take action between shots (maybe 6-10 frames?)
-1SD Charge: increases damage to 12-15% per shot, no increase to knockback
-2SD Charge: first shot stays the same, second shot becomes a small psybeam shot that deals 15-18%, psybeam shot flies at the same rate as the fireball, has increased knockback with a 1/20 chance to induce shieldbreak stun.
-3SD Charge: with a .25 second windup fires one powerful psybeam for a consistent 34%, shot behaves similarly to ROB's laser.
SideB: Fire Spin 2-3%per hit, is cast directly in from of Braixen, hitbox is slightly larger than her, travels forwards slowly, lasts for 2.5 seconds. hits 4 times a second, foe can DI out.
-1SD Charge: the first hit of Fire Spin deals 10-12% and will launch foe straight up, every hit after the first will behave normally albeit with increased damage 3-4% per hit and a slightly faster travel speed (equal to walking speed)
-2SD Charge: Fire Spin gets a slightly taller hitbox (enough to where it could hit the first platform on Battlefield), travels forwards much faster (equal to running speed), and every hit will launch the foe straight up for 15-18%
-3SD Charge: no longer launches foes, hitbox becomes much taller (just shy of the second platform on Battlefield), travels as slow as 1SD Fire Spin, draws in foes that don't DI, slowly raises trapped foes to the top, deals damage at the same rate as 1SD Fire Spin
