That one seems kind of shitty. You need one with better IVs. I dunno if you want to try breeding it, but it seems so bad you'll probably want to catch another one with at least some good IVs and go from there. Unless you've got a ton of candies and bottlecaps lying around, even then that's a lot of effort to fix something so bad.
