Unova is "what if reimagined the concepts of gen 1 Pokemon, how would they look now?" A "reimagining" is not "pandering". You are making something completely new, just using a similar set of blueprints.
Kanto pandering is "Remember OLD Pokemon? Here is a new toy for it!" It's just slapping some fresh paint on to something that already existed and has a pre-established fanbase.
What BW did was risky, you have no idea if these entirely new concepts are going to stick to your audience.
What Kanto pandering does, like what the games have done since XY, is play things as safely as possible.
