Just traveling around with a team of pokemon and beat up random strangers' pokemon for lunch money sounds like pretty close to the ideal life. You probably don't need perfect breeding to beat randoms, even in a more "realistic" setting.
I guess if I needed a badge to be able to Fly or something then sure, maybe it's something like a driver's license where you have to pass a test to be allowed to ride your pokemon through the air.
