For nvidia cards go to your control panel, and under the program settings set the following for the emulator.
More consistent 30 fps speeds, but you sacrifice accuracy because it'll force 30 fps everywhere. However at this point you're just better off with no accuracy in exchange for more consistant fps anyway because you're getting slowdowns and stuttering.
