It can be based on echidna too. Or BOTH. A lot of pokémon are based on multiple animals, most on animals close to each other, what makes them some kind of generic of that gender, like Pikachu, who is a more a generic rodent instead of a specific one.
Some of them are even based on animals who has nothing with each other, like our scorpoion/bat Gligar.
