In order to even get here with a Tauros, you have to heal up at the Wasteland gym, board a Tauros on Route 1, then black out by having all your mons faint. You'll respawn still on the Tauros. You can come here and ride it up the ledges for a super secre tarea with a Beldum.
You'll have to fight it. It's level 1 and has 3 catch rate and only knows Take Down, so come very prepared. Sleep and a ghost type is mandatory. Probably not going to bother myself since Gardevoir and Magnezone are too important to swap out for a Metagross.
