The issue is that said filter is rendered null because even the shit players get carried all the way to Masters instead of actually having to improve to get there - which ends up making Masters a hell of its own as well where you can have a 3 win streak followed by a 10 loss streak because you can't carry all the deadweight that gets dumped on your shoulders.
I mean, you even mention it in a way:

The players at that level should be the kind that make you go "Okay we won / lost but it was because of actual skill/strategy instead of my team / the enemy team having X retarded players".
