Lore wise I have always thought that Kangaskhan as her real counterpart can have 3 babies at different stages: "a mother kangaroo can nourish three separate youngsters at a time – an older joey that has left the pouch, a young one developing inside it, and an embryo still waiting to be born"
This is why you rarely see one without a baby, its only time this pokemon doesn't have a baby in its life is before its first estrus and probably in old age.
Regarding Dracapult, I imagine that as they reach their adult stage they take responsibility for the care of the young in a group (This is more common in mammals such as wolves, hyenas, lycaons) and the young enjoy being launched as part of games and it helps them to learn to fly.
