Intelligence still doesn’t mean sapience. They all still live in the woods, and jobmons must mean that the evolved alongside human civilization, or humans learned from them, perhaps both simultaneously. And yet, only humans ended up with cultures and civilizations, since they have sapience, while Pokemon still don’t.
