Basically, it alternates between the spectral Phantom Force form one one turn, and then becomes solid the next. It can always use moves, and can even become pseudo-invincible if it uses protect in its ability's off time.
Pretty strong and darn right difficult to counter if you aren't prepared to wall it off or have Pokemon with Mould Breaker or No Guard.
I wouldn't say it's OP, though. Just strong.
