1. You need Event Celebi to encounter Zorua
2. You need all Event Beast Trio to encounter Zoroark.

So to all the new Gen 5 players whom missed out on those events, they can never get Zorua and Zoroark in BW. That hurt Zoroark's popularity. That and it's ability was introduced at the same time Gamefreak introduced Team preview, killing Zoroark's special gimmick. There are also other reasons, like Zoroark not being in Smash 4 and etc., but those are the main two reasons I can think of.
