Altaria makes me question that, as its effectively available earlier than Aggron, but that could also be seen as an intentionally subversive thing, "oh wow didnt expect my fluffy bird to end up being a Dragon!" kind of deal. Additionally, I think Gamefreak was still overestimating Rock's usefulness as a defensive typing.
Rock used to be a solid defensive typing back in Gens 1 and 2 where Normal attacks were quite common and Fighting wasnt. While they were starting to open up some, Gen 3 was still when movepools were pretty limited. Aggron was alright in Gen 3, but with Brick Break being a significantly more accessible Fighting option than anything seen before, and Normal becoming less common, the 4x weaknesses it had really started to stand out.. but still, I can see why GF might've thought it wouldve made for a good mon around that time.
Shame its incompatible vs modern movepools.
