Sorry anon. But you should be required to Evolve your Togepi or Pichu. They can't really remove the idea of Baby Pokémon now, even if they don't add them as often anymore. Being babies is too big of a part of the identity of those Pokémon. Again, like I said, some things are a specific way for a reason.
Instead they should make Baby Pokémon more useful, to make them worth the effort. The only real alternative is to just stop adding more of them which I think would be a waste.
