I looked into this and this is what I propose:
lvl 21: learns SmellingSalt earlier both for functional purposes and Hariyama learns it at lvl 22 so it is an appropriate level
lvl 25: Storm Throw, an excellent fighting type move for a brawler/wrestler, learned at the same level Pinsir does
lvl 29: learns Brine around lvl 30 now like most Pokémon
lvl 33: appropriate level for bulk up
lvl 36: learns Dual Chop a little earlier, the Pokémon who learn it quite early so that's why, ice punch becomes a move tutor-only move, it only had 7 Pokémon who could learn it by level up and Aguanaut is not Particularly suited for it
lvl 43: Hammer Arm is the other move that people wanted instead of close combat. It's another fighting type move and very fitting of Aguanaut as well
