Gen 4 is where nostalgia drops off a bit so using that as a selling point isn’t perfect. They COULD revamp the game significantly and add features like HG/SS but that takes effort. So how do you convince people to revisit a Gen remembered more fondly for its features/mechanics than the actual region? You make it the only way to use certain Pokemon. Remakes(besides LGPE) don’t tend to introduce brand new Pokemon as a selling point so its easier to justify a skip. But now suddenly these games have access to many of your unusable pokemon rotting in Pokemon Home. That’s why Masuda said this decision will carry on to future games.
