I doubt Goh will reappear in the next anime due to his signature Pokemon being "tied" to the past games, but if he did, the writers could justify his presence by sending him and Ash to Galar's neighbor region Notspain to explore and investigate, leave all of Goh's Pokemon at Sakuragi's lab and make him get the new Pokemon who will be featured during the entirely of the new anime on his first day. Hell, depending on what GameFreak decides to do with the new games, it could be possible for lil' monke to stay with Goh and evolve in Notspain to shill the next games' regional forms.
