Technically a type based gym, but the gimmick is it's not for one but two types. The gimmick is that the Water gym and Ground gym were forced to merge due to budget cuts or their gyms getting flattened by a mudslide or some other excuse, and the now formerly separate Gym leaders are now a constantly bickering double battle ala Liza and Tate.
Both Stunfisk and Closure can be their as de-facto Mud type Pokemon. Yes I know that Leafage insta wins the gym.
