a pokemon who evolves to have 120 base speed probably doesn't need quick attack but somebody said they disliked fake out. the idea with fake out is that it could be used in the hail for free hail damage. neither move is going to kill anything and so fake out at least guarantees that bluffin won't be ohko'd in return.
>tailwind and/or whirlwind
tailwind is definitely better than whirlwind and people have consistently chosen it but there is always the option for it to learn both upon evolution if people want. it's not uncommon for a pokemon to learn several moves at evolution.

memento isn't a terrible move. it fits with the team support role that burrmudail is good at. personally i think healing wish embodies the idea of a phoenix better though and it's not really that advantageous to have two different moves which make the user faint. it is good to have options though i guess. does anybody else like memento?
