For the sake of the peace they need to be either eliminated or captured, and since sending them straight home is apparently not an option and they're still just pokemon at their core it would be better for them to be in the hopefully loving care of a powerful trainer who can keep them in line instead of whatever interpol or the aether foundation had in mind for them
