By such it's neither this game's goal to include every single Pokémon in existence nor to include cosmetic variants for the Pokémon. (If anything, rare variants for the trainers is what they want)
Shiny Pokémon would be likely in the very rare scenario of a trainer being associated with shiny Pokémon, which in the videogames, it's never the case due how teams are programmed. (Like Wally being able to catch a shiny Ralts, but will never have a shiny Gardevoir/Gallade when you battle him)
