The stages in digimon are decpetive because there are super powerful digimons that are merely ultimate or even rookies.
It's kinda strange, actually. most digimon power level wise shit all over pokemon, most pokemon legendaries are about even in power with most legendaryish digimon, but the top of the tier lgendary pokemon (creation trio, arceus) would shit all over the most powerful digimon.
