All in all, Johto was just a cute little town that had Kanto Pokemon all over the place, namely Ratatta, Tauros, Caterpie, Farfetch'd, Ekans, Geodude, etc. with your once in a while Hoothoot, Sentret and Swinub. G/S/C was simply a tuneup of Gen I, with a few new characters/towns in a tiny region known as Johto. Also, it's widely believed that a good few of the Johto Pokemon, such as Tyranitar, were in R/B/Y's data, but due to hardware limitations, they didn't make it. ..so they were implemented into the next Gen, Gen 1.1
Hell, 4/8 of the Gym Leaders don't use a single Johto Pokemon. And the other half have only one on their team. Specifically, Jasmine and Claire use a Johto evo of a Kanto Pokemon. Sorry, but I don't consider evolutions of old Pokemon as new as ones like Miltank and Piloswine.
The same E4 is used as in Gen 1. Lance has no Gen II pokemon on his team, while most of the rest of the E4 have a great mix of both Gens. Karen is objectively the best.
You can't even access Cerulean Cave, it's being there is trollbait.
