They are Water/Bug, based on lifesavers, buoys and water boatman bugs.
A little info to help name them: They can be found near most bodies of water and like to help out people and Pokemon.
The first stage is not the greatest swimmer and uses its buoyant frill to traverse water, and people use its buoyancy and high visibility for safety. They are otherwise pretty small and weak.
When it evolves it never leaves the water, floating and bobbing around while storing its energy.
The final stage is much stronger than its pre-evolutions but is just as friendly and helpful, and capable of more duties. It has grown wings to be able to fly short distances. Smaller Pokemon can ride on the final stage's back when its gliding through water.
