All open world games share the same issue, mostly.
The difference is that in other open world games, the world either looks very pretty OR there's a lot of smaller stuff scattered everywhere.
In legends the world looks like shit, it looks empty not just from things to do but of foliage, where are the bushes, more rocks, formations, etc?
It just looks like an AI generated landscape with barely any trees and little to do or see.
It seems the game will take everything that's very shitty-somewhat bad from open world games and make it ten times worse.
Witcher 3 has a lot of those scattered around things that barely matter, but it manages to bridge the gap between random repetitive shit and actual good side stuff with a decent main story line and most importantly, a very nice looking world.
The world, from a gameplay perspective, might be empty at times but the world itself as a background is very alive and full, despite the meh gameplay.
You can do the same with BOTW, world is mostly empty and it looks alright, but the gameplay is good enough to bridge and cover the issues.
Legends fails at all 3 things, witcher came out SEVEN YEARS AGO, AND IT RUNS ON THAT SAME HARDWARE.
There's absolutely no excuse other than game freak not giving a shit and using this solely to test shit for gen 9, and releasing it as a rushed product fully knowing that people will gobble it up because nintendo users tend to have zero standards.
