Some of them are popular because they were promoted a lot of times. Lucario or Greninja, for example, are Pokémon that are popular just because they got a lot of minutes in anime being mary sues. Even Greninja joined into Smash before got a chance to be popular for own merits.
And, talking about Smash, some characters on that game aren't especially popular before being included on the roster. For example Ice Climbers, Wii Fit Trainer or ROB have their popularity thanks to Smash and I'm sure nobody "gives a shit" for them, as you say. And they are not the only cases. Other ones like Lucas or Marth/Roy in Melee would be stupid characters if you cannot play their original games, so, why add them into Smash?
Now, let's talk about Pokken. Why they need to use ONLY popular Pokémon when there are a lot of Pokémon that could be interesting fighters? The only use of popular ones makes the game boring for a lot of people because the game don't give us a new experience, especially if popularity have a very visible pattern (bipedal humanoid and furries). If they add a new fighter and it's not popular, you have the chance to know better that Pokémon and makes the roster more fun to use.
Do you think nobody gives a shit about them? Then we are "nobody", because me and other ones didn't bought the game for this reason.
