Besides Megas (and Megas with other names like Ultra Necrozma, Primal Groudon and Primal Kyogre) Zygarde is the strongest third legendary and is the only pokemon that can learn Thousand Arrows, easily the best move in the game, it's fucking broken, it just needs a game with plot about it, there's no reason to buff it even more.
The only fuck up about perfect Z not being permanent is that you can't pet it (same for the core form)
