Ice type is super effective against Dragon, Grass, Ground and Flying, which used to make Ice-type moves a useful coverage attack. But with the prevalence of Fairy type this is less relevant. It is also resisted by many common types. Defensively, Ice may be the worst in the game, being weak to four different types (Fighting, Fire and Steel being very common offensive threats) and only resisting itself. Hail is also the worst weather condition, giving no offensive or defensive boosts other than allowing Aurora Veil. To make Ice viable it should resist some of the types it counters offensively (Dragon, Grass, Ground, Flying) or have a mutual resistance with Water. Hail should also have a secondary effect, such as increasing the chance to freeze and opponent (increasing the use of the least viable status condition).
