Pokemon Crystal was the first game to start tracking "met" data, i.e. the time of day, level, OT's gender and the location. Because there was only 6 bits allocated to the "met level" data, the maximum value the game can store is 63. This is why Ho-oh and Lugia's levels were lowered from level 70 to level 60 when you encounter them in Crystal.
