The entire set was divided among the gym leaders and their pokemon. There were no non-owner's pokemon in the set. A wonderful addition to the set is that a different illustrator did each owner's cards. So all the Janine's cards were done by Komiya, all the Lance's cards were done by Kusube, and so on and so forth.
They never came to the west because WOTC felt that they were too overpowered and would destabilize the metagame.
