Speaking from personal experience on this and as a mask fetishist, neither scuba or mask have universal reasons for what makes the appeal. Hell, I'm still trying to figure that shit out because I keep changing the reasons. Guess one thing about it is having to rely on something "unnatural" to survive or risking embarrassment for protection, so it can range from bubble heads to wearing some scary, Predator mask-looking respirator and the like.
Either way, the rule for me is the headwear has to stand out or be noticeable and there has to be enough visual cues of the character shown or at least enough skin (and hair) to do the work. Having a fetish that relies on covering the face can have tricksters trying to twist things for their tastes (or even self-inserts), so having heavy feminine imagery like dresses and bikinis is just to reinforce the identity of the wearers.

And to answer the second part of that question I would most definitely but at the same time it's important to be attracted to whose under the mask.
