I don't know how it is where you're from, but in the USA plenty of children from dysfunctional families fall through the cracks of the education system every year without anyone noticing. Many public schools are already falling apart under their current burden and most public school teachers may as well be children themselves. Even if anyone wanted to help, no one has the will or means to do so. The whole system has been slowly imploding for decades.
