which was what the episode Serena received the ribbon involved, through hanging out, all can be seen as significant development in two characters growth together. Especially when the gift is incorporated into that characters overall appearance or makes repeated appearances through out it's show/manga.
Characters receive gifts like plushies similar to Tohka from Date a Live, or a ribbon like Houki from Infinite Stratos, and when it comes from someone of the opposite sex after a date or some signifigant event it's usually triggers a romance flag between those two characters.
