He honestly really doesn't need a lot of additional speed because base 101 is already pretty good, I doubt he'll be good enough to be OU where he'd have to worry about Greninja/Aerodactyl shitting in his cereal. Though, he would definitely need nasty plot and focus miss to be good with just 120 s.atk. Blizzard (implying that's remotely possible) would be really fantastic too.
Unless they go full on minmax and drop his atk by like 30 to give him a 70+ boost to S.atk, at that point even without a boost to his movepool he'd be worthwhile just for hurricane spam.
