A pokemon you haven't complained about, Bruxish, is composed of several clashing/garish colors and it's still a Pokemon. Given the concept behind Bewear (an innocent-looking bear that can hug you in two), they chose pink and white to give an impression of harmlessness, while black was chosen as it's a common color on actual red pandas. The blank expression implies simpleness, but it also gives off a slight unsettling quality like a lot of costumed characters.
