Charizard getting two Megas was, to my eye, simultaneously surprising, hard-earned, and grossly unfair to the others. That doesn't mean I didn't love it, though.
I don't know if we need him as a fighter in Pokken, though. He's already in Smash (wish he was a bit more effective there) and this is an opportunity for some other, second-tier mons like Gengar and Gardevoir to come out and play. Plus with Blaziken already in two Fire starters seems like a bit much. I'd prefer to see Dragonite in the game since it has many more moveset options and would be a bit fresher after the onslaught of Charizard merch the past few years. It's appearance in all of the Furious Fists promos, general popularity and recognizability, and battle potential all give it a chance at the Tournament, but I don't know if even my fanboyism could justify both.
On a semi-related note, I think the biggest way to blow the hype lid off of Pokken would be to showcase a Mega from an upcoming game in it. Harada is working very closely with the team, and if they let him use a design that will appear in the next installment it would absolutely get people talking. Highly unlikely, but it would be really spectacular if they pulled it off.
