So Sharpedo has a 50% chance to have no ability either. In fact thats what they showed Sharpedo having. Slaking being listed as having two cases of truant is not a beta thing despite what that list is saying.
It probably was an active thought for a bit in development(and i swear on the actual list a few mons did have no abilities in both slots despite what that list is saying).
Stuff like Shroomish having no ability in the slot that Breloom has its better ability obviously shows some attempt at using the no ability thing though. Probably was already being phased out in the list in question.
