I think Inclement Emerald deserves a shoutout, I played it on Challenge Mode and while there were some roadblocks I hit on the way, I never needed to completely switch up a team to beat the game, at most I needed to redo some EVs once or twice in the game, which is very easy with the tools you get. There were very few moments where it felt like a trainer was given an unfitting mon to screw me over, with one big exception being Wallace having a Soul Dew Latios of all things, otherwise, I think legendaries were well handled with Archie and Maxie controlling Groudon and Kyogre as you fight them right after they're awakened leading to some really tough fights.
